The Story Behind EPSB’s Leadership

Dr. Raihan Binti Tahir

Dr. Raihan Binti Tahir is the Founder and Chief Executive Officer of Exzellent Profis, a leading organisation in Malaysia’s TVET and professional training ecosystem. With over 20 years of experience, she leads the development of industry-aligned, future-ready learning solutions and nationally accredited programmes.

A Certified JPK Facilitator and HRD Corp Lead Trainer, Dr. Raihan has played a significant role in strengthening professional standards in Malaysia. She has contributed to the development of more than 50 National Occupational Skills Standards (NOSS) across diverse sectors, including robotics, digital marketing, rail electrification, engineering and offshore operations.

She has also led initiatives under the National Dual Training System (GTZ-GMI-JPK), overseeing the development and implementation of work-process-based curricula. Her contributions include the design of assessment and evaluation frameworks, master trainer programmes, and comprehensive guidelines for curriculum development, assessment and quality assurance.

Dr. Raihan also serves on the Industry and Community Advisory Panel (ICAP), University Malaya, is an EXCO Member for Training & Development, FeMAC, and an International Assured Consultant & External Quality Assurer with City & Guilds (UK).

Her expertise spans training needs analysis, curriculum design, quality assurance, and learning innovation, with a strong record in consultancy, facilitation, and capacity building for public and private organisations across Malaysia and the ASEAN region.

Her regional and international engagements include projects with GIZ Bangkok, Royal Government of Bhutan, Royal Navy of Oman, PRASARANA, DRB-HICOM, PDRM, and ASEAN TVET institutions, contributing to workforce excellence and modernisation of technical and vocational training.
